can someone explain delay of game on GT defense

The ref spotted the ball and blew the whistle to signal the ball was live. We snap it GT D was still running on field. How is that a delay of game instead of the D not being ready.

But if the offense doesn't substitute between plays, then, by rule, the defense can't substitute either. If they do, it's a delay of game.

If the offense substitues, then isn't the defense given time

to substitute as well? But the defense can substitute at anytime, but it's really difficult with any type of hurry up offense.
