Bowl team selections

Are there rules in Bowl game selections? Would it have been possible for Bowl committees to select Clemson since we didn’t play in a “bowl game” after not making it past the CFP first round? We’re higher ranked and I feel like we would dismantle most of these teams playing.

All of the selections were made long before we played Texas.

I would like to see the four losers of the first round play each other in bowl games. For example, Clemson Vs Tennessee and Indiana Vs SMU. That way each team gets a true bowl experience.
