play every team from your division. Central/Texas and North/South are partner divisions. play 3 out of 4 from the partner division ever year, rotating basis. Then play 1 team from each of the other two divisions.
No cross-over rivals (with the exception to make sure Texas and Oklahoma play each year)
would be fun no? Keep a reasonable geography because only playing 1 from the Central and Texas a year and only 1 of those 2 being away but get the benefits of the tv deal.

Rotate the way the divisions are paired.
Year 1 would be North&South vs. Central&Texas
Year 2 would be North&Central vs. South&Texas
Year 3 would be North&Texas vs. Central&South
7 games within your two pods each year.
2 more games as protected crossover rivalries (or rotating crossovers).
Also, if you want to preserve home/away, you could do a six year rotation, rotating divisions every two years.
