If I remember correctly they didn't finish the south upper deck until just before the end of the 78 season and they allowed some people to sit up there for the SC game.

Yes- I think they put the last of the concrete in place a couple of days before the SC game. The people who sat up there had no aluminum bleachers. The bleachers were installed later.
