No. If they defer, they get to decide at the start of the 2nd half. We then would be kicking off at the beginning of each half. UNC did this last year and were appropriately chastised for the bone head play.

If we win the coin toss, it is a toss up as to whether or not to receive or defer. If you lose the toss and do not take the ball, then the other team gets the ball to start both halves. You are giving away a possession.

When you win the toss, you should always choose to kick to start the first half.

I say simply turn around and kick a field goal. Better to cut your losses give the other team a meager three points.
