It may not be legal for Clemson to do this. It depends on how well the programs are currently funded. My guess is that VT's program is probably not as well funded as Clemson's, which allows them to get away with this.

Under NCAA rules it is legal, but the stipend was brought on because of court ruling. I don't think the O'bannon ruling would look to favorably on this.
