I guess that depends on what you mean by better. I think Oregon and USC are probably better than anyone in the ACC right now. From top to bottom I would take the ACC though. It seems these days conferences are ranked based on how well the top two or three teams play instead of how good each member of the conference is.

I think the PAC-12 is the conference most likely to knock the SEC off it's current perch.

propping up the big 12. UT OK Okstate to the Pac 12 was so very close. And will continue to be in the back of everyone's mind.

USC Oregon and Stanford have had good teams.

if FSU Miami and either Clemson or Vt have good teams year after year we are even.

from a program standpoint its dead even imo
