at least 4 schools didn’t vote in the affirmative (Clemson being one) since they are planning to leave ACC asap but indirectly wanted to add these 3 schools so to allow ACC to survive when they leave.

Did I get this right ?

With 15 schools, that means at least 12 voted yay, leaving at most 3 nays.

NC State caved and left 3 schools no, FSU, Clemson and NC.
