Question for Tug

The Mexican tall ship had a tug boat engaged as it left the dock. What is the protocol for tugs in this situation? In the video you can see the tug boat back off as the sail boat is obviously in distress

...informative video I have seen on this. It appears the ship's engine (and therefore propeller) was in reverse and not forward. The tugboat was doing what it could but backed off when it was obvious it couldn't control the ship any longer. The tug's job was to orient the ship to head out South but the engine and wind and current was pushing it North (backwards) into the bridge. The ship wasn't supposed to even pass under the bride but instead head the opposite direction. The tug was helpless to stop it.

I worked in NY harbor from 2012-2018 and I can tell you that the East River current is nothing nice. That little short river is a bottleneck between the Atlantic and Long Island Sound.
In my opinion they had steering failure , and not enough time to recover before the current got her in trouble.
Tough to say what all went into it. I tell you what , I don't miss trying to get barges in or out of that spot. Worst current on the east coast as far as I am concerned.

There is no protocol per se , but the captain on the ship would make the call for an assist . There may have been miscommunication, or there simply wasn't enough time to get to them and get a line up.
