If right now the additional 25K or so tickets to the Benz were made available would they all sell. I believe most would sell. Was there ever an announcement on why reduced capacity, even below Bobby Dodd's capacity?

I think they would "sell out" but there would be plenty of seats in the upper deck empty come game time.

Looks like they (ga tech) determined it’s not profitable. Seems ridiculous that they couldn’t find a way to make more money with a sellout crowd though.
