but the rules are different if it's a ball carrier. They are never considered defenseless. Criteria for targeting on a ball carrier is stricter than on a defenseless player. I believe there has to be forcible contact to the head or neck area with the crown of the helmet.

Definitely a target. Hit him in the back of helmet with his helmet. But then again, a linemen can pull the shirt of a dline while tackling the ball carrier and not a sniff.
