Two teams can't play and we send a ga tech team that is 6-6, what? The acc should have a rule if the winner of a divison cannot play, then the best or highest ranked team should play. Why do we put up w/ this crap?

The proposal only comes into effect if one division champ is ineligible for whatever reason (probation, etc.). In that limited circumstance, the replacement team would then be the second best team in the conference, regardless of the division. Not a bad idea.
Personally, I think that the two best teams in the conference should duke it out regardless of their division, and if that meant we missed the 2009 game, then tough stuff...

but if just to pit the two with the best record, then why have divisions? Bowden would have been in a few ACCCGs under that scenario before the divisions

you are correct, it makes little sense to have GT playing. It's not really a championship, but in ACC fashion I bet GT wins.

since GT technically did not win their division, they should choose the next best team from the conference, and not the division.

Oregon in the Pac 12 title game and this year, a 7-5 Wisconsin team is playing in the Big 10 title game. All because of sanctions/probation.
