Ruby 7's is a high scoring game intentionally like arena league. Super Rugby is more like American football and has 15 players. Defending with 7 players is just too much space to play good D.
CJ Spiller would still be a great fly half in Super Rugby. Reminds me of Brian Habana of the Springboks. Here are some highlights. CJ would be amazing.

Z Ngwenya smoked Habana a few World Cups ago and went on to a nice career playing professional rugby in Biarritz. At WRU, our receivers are larger, faster and more athletic. Watch Perry Baker on the US team and think what Mike Williams would do.

Long time rugby player here, I played a lot of 7s. Really good athletes excel at 7s and elite speed stands out in every professional sport, so CJ (after some heavy coaching) would probably be magical. However, the one thing you don't get on TV is the massive aerobic and anerobic strain a 7s tournament puts on these guys. They train hard, at altitude, with the best olympic trainers... watch closely, they're gasping for breath, their legs are "dead" they have to will theirselves to keep pushing. Imagine running 10 100 yards sprints and in the 11th sprint you have to tackle Danny Barrett or Nate Ebner. You might have great technique and you might be fully committed to the tackle but your body is shutting you down. Then an hour later, you go out and do it again.
It really is a great sport!
