there was an accident. It happened in SC and traffic laws apply. That's it.
Was he driving a car? a bicycle? a 18-wheeler? was the accident at speed? in a parking lot? at an intersection? did accident involve 2 cars? a motorcycle and a pole? a truck and a house? a bicycle and a wolverine?
you want advice, you gotta give out something for people to develop some concept of what happened.

Let’s say a person that I know was in a small Toyota type car and was following behind a large pickup on a road that has a median for turning left.
Not unlike the provided photo below.
The truck in front pulls into the median. And slows to almost a stop.
The person behind thinks the truck is taking a left. But all of a sudden the truck is actually taking a right and is making a wide leftward track to pull into a driveway.
The person in the car behind slams on brakes to stop ….. but hits the truck (not violently) in the right rear tire with their front driver side fender.
neither car was going fast so not much damage.
the cops were not called to the scene but ID info was exchanged.
Who do you think is at fault? and what is the recourse of either party with no police report filed.

there was no admission to fault at the scene.
but there was discussion by the guy in the truck that it was my friend's fault.
my friend wanted to call the cops to get a report but the truck guy was like "no no no......let's not get cops involved...."
the only thing I can assume is that he had been drinking.
now (next day) he is saying he wants $350 for his "damaged" rim.

him from behind (giggity) then he would have a legit gripe but seeings as he hit him in the tire and he didn't signal, he screwed.
Other dude didn't want cops called because he knew he was at fault. (and/or drinking as you stated)

I don't know what the actual law would be in this case. Clearly, the son of a ##### with the truck doesn't know how to drive his truck if he had to go all the way into that center lane to try to make a right hand turn.
I'd say make the dude with the truck try to take it to small claims court, then counter sue for any damages to your car.

the truck dude is a dumb ### that cant drive. it is a big truck so the dummy has to drive it like a friggin 18 wheeler??!?!?
and my friend is too d@mn nice and just assumed guilt.
admittedly, it is a strange situation but I think it would end up being "no fault" because now it is "he said she said" and no proof or no cop report.
so eff the truck dude is what I am going to tell my friend.

is definitely at fault. Of course, I think it's usually whoever hit the other person from behind that gets blamed, and you'd have a hard time proving he didn't use a turn signal.
That seems to be a theme in 2015, slam on breaks and don't ever use a turn signal. Those people are quickly moving up the ranks of my most hated drivers.

traffic with or without a turn signal. The way it sounds, your "friend" was driving normally and obeying all traffic laws, and the truck turned directly into their path in a way that did not allow them enough time to make a corrective action so as to avoid a crash. It's not like the driver of the truck simply made a right turn from the right lane into the driveway; rather they made a right turn from the median directly (and illegally) into oncoming traffic.
