Early betting is via sharks in Vegas that hammer any line that they think is incorrect.

On the bright side, they are not always winners.

When the line first came out, there were rumors that FSU's QB1 was potentially injured. As it's become more clear that he's ok, the line came down.

Not sure if that's the exact reason, but it would certainly make sense.
