starting defensive linemen decided to sit out out of the Cotton Bowl game rather than run the risk of injury going into the NFL draft? Guys on other teams have and are doing it.

Several have sat out the past few seasons for non-CFP teams. I don't know of any CFP teams that have had this happen to them.
If it was a scrub bowl and the player was a lock for a high first round (like Christian McCaffery a couple of years back) - I'd have little issue with it.

I doubt you'll ever see a healthy player sit out of a CFP game. There's a huge difference in sitting out a random bowl game when your team went 9-3 or whatever, and sitting out a playoff game.
