If there are a few billion $$ that have been set aside for such an "emergency" then he should definitely use them - especially now that a court has said so. You're right - withholding those funds will shift more of the overall blame to the Pubs.

held the high ground IMHO with the clean C.R.
That was until Trump announced he was going to fire (not furlough) some Federal workers, eliminate "Democrat centric" projects, and now refuse to fund SNAP when there is a means to do so.
He made it political from the Pub side (the Dems had already made the shutdown political). And in doing so, is refusing to feed folks that could be fed. Not a good look...
