Watching Delaware vs Jax State game, receiver

Clearly went out of bounds and was the first player to touch the ball. It should have resulted in an incomplete pass.
The play was reviewed and the officials said the receiver was forced out of bounds. The replay showed that the receiver was not touched more than 15 yards from the sideline.
Why do they replay calls, the officials do as good if not better than the replay officials.
