When the dust settles and the four main coferences

are established with sixteen teams (in time) each for a total of the 64 top football teams in the land, the death bell will have sounded for first the BCS and secondly the NCAA. The four main conferences will find the NCAA is an unnecessary and cumbersome bureaucracy.

there will be another division between D-1 and D-1A

FBS/FCS or whatever.......this is inevitable. The powers that be know this.
1. The top 64 (4 conferences x16) 2. The rest of what is D-1 now (Conf USA, Mountain West, remnants of Big East/ACC, etc.)...about 60 teams (there's what, 120 FBS teams now?) 3. The present FCS (Furman, Ga Southern, etc)

Title IX

The Big 4 can't manage Title IX without the NCAA, and the NCAA won't let the big 4 freeze out the majority of their members from the football championship. Nice story though.

Exactly, but they do in every other sport. The B12/SEC/B10/PAC12 can't make it without NCAA championship revenue, and the NCAA sponsorships deals. The Big 4 needs the NCAA far more than the NCAA needs them. And 64ish votes are nothing compared to the 250ish of all the other D1 schools.

Title IX is here to stay and conferences would be subject to major federal law suites if they did not follow this law.

Those four conferences can handle Title IX just fine with or without the NCAA.
NCAA isn't a required entity. It exists at the University presidents leisure.

Title IX sports are such a drag on an AD that most schools are lucky they break even with Football and NCAA revenue from national championships. If you think these four conferences can handle all that expense on their own you're nuts.
