Why did the wife have the kids in that little travel cage ?

They must have been very young children.
Either that or it was a grown daughter who was menstruating and they keep her in that cage thingy until she is through her cycle - like all good Puritans do that live where wild bobcats roam.

where did this happen?

a bobcat killed my little hound dog mutt when I was a kid. Sliced him to pieces, musta had 100 cuts on him. Bled to death, found him under a tree just torn up. I can't believe that guy didn't get shredded picking it up like that - those things have razor claws.
Also, I remember my dad hitting one in the car driving thru the swamp on the way to Savannah. We stopped and looked at it, made sure it was dead and not just injured. Dad finished him off with his trusty little .22 Colt Woodsman he always carried with him.

yes, there was a cat in the carrier the woman had, bobcat was after it.
You can see the bobcat running from across the street at the very beginning. It goes for the cat in the carrier, the woman was just in the way. This happened in Alameda County (presume California) The dude killed it eventually, and it was tested for and confirmed to have rabies. The man and woman have to undergo rabies shots.
This is according to the Internet, so who knows what is or isn't true.

Fun fact, Buster lost 2/3 of his tail before we got him and many folks confuse him with a bobcat.
Not really, he would have rolled over and said give me treats.

NEVER saw cats until Mr. Kitty sowed up last February. Since we adopted him, I've rescued and rehomed 3 young adult cats, and 5 kittens. And I've seen at least 3 more in the last couple of months that I think might be strays but they haven't stuck around long enough for me to befriend or trap. I'll bet over the years, I've rehomed 10 or 11 dogs that got dumped off out here, and adopted 2 others.

Do they enjoy riding up the stair lift with you to the second floor while you say "At least you love me, don't you?".

even on a crystal-clear morning in front of your house greeting friendly neighbors as they jog by. Who could imagine a scenario would develop that quickly where you would need to pull your handgun in the next 30 seconds.
Good for that guy.
