Have 2-3 teams that perennially compete for playoff spots and it needs to be >3 teams when the plane land to 12.
Spotlight is on you:
Miami
FSU
VT
UNC
This is why ND is so attractive. They too would work.
It’s all about money. The ACC doesn’t compete on a per team payout because these teams aren’t delivering.

This.
UNC is finally "all in" with respect to football. During Mack's first go round football was a 3rd class citizen at UNC. Mack didn't even make as much as UNC basketball assistant coach , Bill Guthridge in the 1990s, when Mack had us in the top 5.
The point is if Miami/FSU/UNC can join Clemson in competing for playoff spots each season, the ACC's problem is solved. Throw in ND and you have a powerful conference.

If the schools listed pulled their weight we wouldn't even be having this discussion.

Clemson, Miami, FSU and VT should have several top 15 teams year in and year out. Add to that the schools that should cycle up occasionally (UVA, NCSU, GT, Pitt, BC, Cuse, Louisville) and we SHOULD be a respectable conference. Hasn't been happening that way lately but it's completely reasonable.

To me, the biggest outlier is the ACC Network contract; no matter how UNC & Miami compete, the contract is LOCKED IN. It's antiquated, & it goes through 2036. It absolutely must be renegotiated, particularly the grant-of-rights.
Notre Dame doubled down on not joining for many reasons, but a bad TV deal never helps, especially when they're on the cusp of signing a new, huge contract again separate from the ACC. Keeping them on ACC schedules, though, is a huge win for the league.

Notre Dame's "new" NBC contract could be rolled into the ACC like it was in 2020. If ND doesn't joint the ACC in football there's a good chance that by 2025 (the year OU/Texas join the SEC) there won't be an ACC to join since the top schools might bolt for the SEC/BIG.
ND likes the footprint of the ACC and doesn't want to be tied to the Midwest BIG and certainly wants no part of the academically challenged SEC. If it wants to join the ACC, it's now or never.
