blow to NW runner as he was being tackled and brought to the ground by another player, knocked him senseless, and no call. Just a terrible rule with enforcement all over the place.

"defenseless", as any receiver is when going up for a pass, and the DB "launched" (he really just drove with his legs to deliver the blow). Bottom line, if you are a DB, and the WR goes up to catch the ball, don't try to deliver a hard hit to break up the pass and prevent the completion. No, just grab or shove the WR and hope they don't hang on to the ball, else you risk a 15 yd penalty and an ejection. Better yet, just let them catch it and then try to wrap up and bring them down, but not too rough.
