First of all, the idea of these guys committing federal offenses is no stretch whatsoever. None. Zero.
As for a monolithic conspiracy, I don't think that's what he means, I think he means tampering in particular cases. It's not like bribes need to be all centralized and systemetized. It would be less effective that way anyway.

it's not at all less likely than I think. I'm not even necessarily convinced it happened here. My overwhelming tendency when I see poor officiating (which is increasing) is to assume incompetence and dereliction in training by the conferences, and I still think that. But shady stuff is definitely not as low-level of a possibility as the summary rejection about the reference to the violation of federal law indicated. Shady stuff happens very frequently in many sectors of society, and given how much the corporate interests increasingly have at stake for their brands, and Vegas to boot, it's not at all absurd to think refs would do that.
I still on average would say I'm hard pressed to be persuaded in any given instance. But still, it's not even remotely far fetched that some of these officiating clusterF's are stacked decks - even if we don't know for sure which ones.

on a Saturday on a lower profile game..still very unlikely..a book wouldn't attempt this btw Georgia had no chance of covering at any point from the 4th qtr on-

Just because refs repeatedly make (or don’t make) bad calls doesn’t necessarily mean the fix is in. It may just mean that they know who pays their paycheck. For what it’s worth to me GT was the recipient of as bad of a PI call in OT as the one called on them in the 4th.
The holding was a terrible no call but I think most refs go blind to holding - it isn’t right but happens far too often.
