It's not targeting because, by rule, he's not a "defenseless player" (which is one of the dumbest terms I've ever heard used to describe a wide receiver trying to make a football play).

The danger is really to the hitter; not the hittee. Spinal injury could easily happen with that type of hit.

The way I've heard it is either 1. Launching yourself or attacking the neck or head area. 2. Using the crown of your helmet as a weapon.

Targeting and Initiating Contact With the Crown of the Helmet (Rule 9-1-3)

No player shall target and initiate contact against an opponent with the crown (top) of his helmet. When in question, it is a foul.
