He is not only a member of the BOT, he is also highly entrenched in Florida politics.
He did not go it alone on this post. No doubt he consulted with the AD and President of FSU, with other members of the BOT - including the chairman, and with members of the legislature.
I have no idea the details of the plan and the steps along the path, but I have no doubt Drew's statement was just one piece of the orchestra.

Liked the poster that said we would be playing without conferences but as regional entities (aka NFL) which would lead to a Natty game.

currently in and not where they were win they won it. Miami was in Big East, USC won their 2 in the Pac12 and Oklahoma and Texas in the B12.
And Ohio State has the only 2 natural titles from the B10 in that period, while the ACC has 3 (FSU and 2 from Clemson). I guess the B10 has just been better at acquiring them, with 2 coming from USC while the ACC only got 1 from Miami.
So in essence, even in his method of math, the ACC and Big 10 are tied with 4 titles a piece over that 25 year period.
