New Tier of Division I proposed. Where School Can Pay Directly.

This from the NCAA President.
Schools able to pay $30,000 per athlete are in a tier all their own.
The rest fall back; I guess to what we know now as a great spectator sport. The new NFL - like tier group would be more of another professional sports league.
The athletes could still earn extra money in NIL deals; but their money from the school - the way I understand it. Something that struck me: "scholarship commitment". A contract perhaps stating if a school invest in you - you can't leave before the school get a R.O.I. from you. Minutes played, snaps, something other than we feed you and make you bigger, faster stronger and you flourish and then leave for more money.

If a school takes a chance on a kid and gives them a scholarship. The fact that kid can learn, eat, sleep, drink, practice, lift, get bigger, faster and stronger at a schools expense is the biggest and most outrageous thing to me. If a coach leaves - I don't care the circumstance the kid should be allowed to bolt. Or a position coach that recruited the kid(state who recruited you). But, Oklahoma State having gaping holes in their secondary and them saying Wake Forrest has a kid we that would fit in good here. Let's make him a deal to lure the kid away - that nonsense is what's out of control.
That kid at Wake would have likely been a 2 or 3-star they identified when nobody else did. They RS the kid, built him up because the player likely just needed a better body. Well, Wake SSC staff got him there and their nutrition folks got that player there. And now, for Oklahoma State to be able to poach that player - is hot garbage.
**Note: not sure why I choose those two schools. All parties are fictional and used for example purposes only.
The tampering needs to have stiff penalties if a school can prove another school has tampered with a player! Up to include The very bare minimum number of scholarships. A hefty fine and a 3 year bowl ban.
If a kid leaves because they just want to test the water - that's one thing. That's what we saw early on with the portal. Now, "it's just free agency".
In pro sports they nail your butt for tampering with free agents. You can't even really have too casual of a conversation without it causing trouble.

I think it's a simple fix. Just bring back the rule if they transfer, they have to sit out a year before they can play with the exception being if the coach leaves or is fired. Seems like that would cut most of the tampering out if you're not going to get a benefit for two years.

I agree. If it's really worth it to you; leave. But, cut out the instant gratification unless as you said, "a coach that recruited you specifically or HC leaves or you have some other family hardship that is immediate to you"!
Otherwise, the transferring is just going to continue being insane.
As far as the NIL; there is and has always been a reason for dividing DIII, FCS and FBS. To me you clearly have a need for another division. And, in my opinion, have had the need since having the so called group of 5. They need their own championship.
Duke will never compete with Alabama or Michigan or Texas or Ohio State when it comes to resources and alumni base(money). Other schools that are current FBS can't either, if we are being transparent and not being technical. If want the facade of good competition or a level playing field - create a different tier.
In my mind: if you are on a lower tier in the NCAA and get caught basically playing Tier I games so to speak, you will get get warned/fined or asked to move up or not play. What's going on now when you throw in the portal is: a Wake could get a kid and develop them and go and compete. But, now, not only will they not likely get the top of the litter pick out of H.S. But, that 3-star they develop now gets to leave all willy-nilly. Kids leaving a lower tier school might continue - except of course - adding the 1 year sit out. I would also propose the school being exited get some % of any NIL deal that kid gets at a larger school.
Why? My $$$$ developed you and built you up. To just leave and not allow any R.O.I to form is not right. That's probably never going to happen; but that's how it should be.
