How is it that HIPPA protects employees medical record privacy and an employer can't comment on anything health related, yet a highschool or college football coach can answer media questions about a current or former players injuries?

It’s an ankle sprain, not herpes.

When HIPPA originally went into effect many schools would not comment on injuries players received. I remember see this on televised games. Anyone can sign a waiver to allow someone access to their medical information. You may have experienced this if you had a family member in the hospital and they have a list of people they will allow the staff at the hospital to discuss their condition. My guess would be it's part of the paperwork the student athletes fill out.
