Sideline interference should have been warning

Everything I'm reading says a 1st infraction for sideline interference is a warning with no yardage assessed. 2nd and 3rd infractions are a 5 yd penalty. 4th and beyond are 15 yds. Clemson was hit with 15 yds on a 1st infraction.
