Revoked scholarships at PSU - a thought

Depending on the victim's age, that money should be used to pay for the victim's (A) future college scholarships for any instituion in America, or (B) be given to them to repay any type of outstanding student loans they may have.

PSU will not let the civil suits go to court. It's going to be interesting (in a sad way) if PSU picks up the tab for everyone, all the administrators and Paterno's family. Unfortunately, now with the NCAA sanctions and the loss of football revenue, I have a feeling that PSU will pay out big for their part and then let the administrators and the Paterno family settle with the victims on their own. Paternos have some cash but the PSU administrators have basically lost all their life savings just because they thought they could sweep everything under the rug and hope that it goes away.

wouldn't an public institution such as psu,be looked at the same as a gov't entity, meaning they can only be sued for a capped monetary (not sure of the amount, but far less than a "civilian" suit)amount?
