go back to "Thudding" during practice? It appears to be voluntary, as some players have them and others do not. But I am going to assume the correct answer is that the NCAA will not allow them during games.

Not voluntary. The positions that hit more like the line and linebackers wear them. Skill doesn’t need to

I'm sure some brilliant engineer could design a helmet with a much lower COR that looks just like the old ones, but then we'd lose the Crack of the pads.
