When they deign to stop the clock seems completely arbitrary. All the lame clock wasting tactics are still in place. I am not seeing the value. Stop the clock for ALL ball-out-of-play situations or don't stop it at all.

I don't mind the college rules, because you have a set end of the game-when the clock hits zero...not a random added extra 4 minutes that the ref stops play after 5 minutes and 15 seconds because that seems correct.
