Portal, yes. Draft, not technically, though most will skip it to avoid potential injury.

I believe you can enter the portal and still play in a bowl game for the team you are currently on. The QB at JMU has entered the portal and still intends to compete with JMU in the bowl game. May be mistaken, but I believe I seen this last week.
