No, government cannot mandate vaccinations for every citizen. Yes, government can mandate vaccines as a condition of employment in federal jobs, same as any private company can mandate vaccines as a condition of employment.

Why is that different from the gov't firing an employee (and 18 year old soldier) for not taking EUA vaccines (which was the case for Covid-19 vaccines prior to February 14, 2022)?

the cruel irony for conservatives with abortion is that they are demanding the state have control over your autonomy as an individual over your own body in order to protect a new life. It sounds like a noble gesture but the fear is that it spills over to greater and greater control to a point that it actually is more harmful to the individual right to privacy and self-sovereignty.
Among other things that a decision ending Roe has potential to spillover is state-forced sterilizations, forced contraception, gay marriage, sodomy laws, contraception in general, etc.
Most people generally don't want the state to have that kind of control over us, but it has happened in the past, so people are naturally wary of it happening again.

Actually, the opposite.
Roe v. Wade is the Federal Gov't deciding for everyone, everywhere, what one human being can do to another human being's body (i.e., the fetus' body).
Overturning R.v.W. eliminates the Federal Gov't's overreach.
BTW, clearly not all of the states are going to 'ban' abortion.
Overturning R.v.W. eliminates the very precedent that could lead to Federal Gov't's 'authoritarian creep' things which both you and me fear, and that you so eloquently stated "state-forced sterilizations, forced contraception, gay marriage, sodomy laws, contraception in general, etc."

Individual choice can elect not to vaccinate. Those individuals have zero right to enter or engage in private enterprises that require vaccinations. They also have the choice not to vaccinate and to withdraw from public / government institutions like schools or the military that require vaccines.

Unfortunately, the Federal Gov't has shown discriminatory practices with regard to forced vaccinations among their various Federal Employees.
Military: Forced vaccinations.
Postal Service: Exempt from vaccinations.
Does anyone believe that it is legal for the Federal Government to openly discriminate against one category of employees? Hmmm ... I wonder how many minorities (blacks and Hispanics) are in the military?

Indeed, it's technically punishment to remove favored (unequal) treatment from anyone or anything (Disney in this case).
But more importantly, its morally correct to address unequal treatment. It's also legally correct to do so.
Desantis is correcting a long-term wrong by allowing the 50 year special autonomous / special tax district to lapse in 2023. Then Disney can compete on its own merits against Universal Studios and the other entertainment venues.
Desantis should thank Disney for bringing this 50 year injustice to his attention, though.
