I would think if you put more money in certain people's pockets they would definitely spend it.
People who invest and save for the future are always going to be more frugal.

The reason most people don't support a national sales tax in lieu of the web of taxes we have now is that it would require personal responsibility, something that is equally hated on both sides of the aisle.
