Who calls offensive plays?

I thought Scelliott called all the offensive plays? If this is the case, why does CDS hold a play chart and talk into his headset when we're on offense?

Streeter can offer input and Dabo can jump in at any time and over rule.
I picture it being like Dabo saying that he is willing to go over 4th down as they choose a 3rd down play. Or saying he wants to be aggressive at the end of the half instead of sitting on it (or the opposite).
I'm sure there are times the Dabo or streeter notice things and chime in. But, generally it's the co-OC's.
