The "coffer" would be the roster. The kid is transferring. Nothing was raided. UGA has a backup QB, who transferred from Ohio State before last season. He isn't yet medically cleared following surgery.

... as is the level of OL support and weapons. Smart move by him and he’s a good player. But this era of “free agency” just seems to cheapen the game. Hopefully it doesn’t degrade like College Basketball has with the “one and done”. It has killed that sport.

Talk about culture shock. From the high-minded to mentally challenged. It seems as if because UGA can't develop QB's on their own they have go to the ACC to find the real thing.
Not surprising UGA has to resort to this, but surprising Newman would leave Wake.
