GM's in all NFL-type programs hire and fire coaches and are over personnel acquisition, so yes, they basically tell them how their job will be done.

Not true. Many head coaches report to the owner. GMs don't typically make coaching decisions without the owner involved.
NFL GMs also make less than NFL head coaches.
A good GM works in tandem with the coach. The coach advises what positions and types of players are a priority, and the GM is tasked with filling those needs and managing costs. The GM doesn't tell the coach what scheme to run or who to start. You are way off.

We have roster limits and a salary cap now...just like the NFL does. That's why roster management is becoming a bigger need as a dedicated job role than it was in the past.
