the more I think he is being set up. Maybe the owners of the Texans don't like that he said he wouldn't suit up for them any more?

Morality clause! I bet one is in there. They can get out of the contract and make it where he re-negotiates and make him damaged goods so he cannot go anywhere.

They can pay him less but they take a hit for having a sex offender on the team.

Or
They can't trade him for top dolar.

No moneysry upside for the Texans. If they are behind this, the only reason I can come up with is..spite?

If he were a sex offender, they would file criminal charges instead of trying to extort large sums with the threat of highly embarrassing civil suits.
