are not in any way following the rules. One can't have that many open scholarships, players are being forced out or there are shenanigans going on that should be corrected or the rules should all be thrown out!

"We believe schools should have temporary flexibility to help address possible roster depletion due to transfers," said Division I chair and Penn State athletic director Sandy Barbour. "This one-year waiver enables schools to properly utilize their scholarship limitations."

A school can sign up to 32 players during any given recruiting cycle as long as the extra signee coincides with a player that has transferred out.

The biggies have been getting away with this for years - over-recruit, whittle back (with cuts), then move on with the best of the 28-30. All of these schools should be audited and watched over a several year span to observe exactly what is going on here - then take appropriate action. This is not fair to all other schools who are following the rules. Simple, you should have to show that the total all of your presently scholarshipped players plus all of your committed recruits does not exceed 85 in any given year!!!!
