I dont think the coaching salaries are public funds (only a small percentage).
The bigger point is the silly buyouts colleges give coaches. They serve no purpose but to enrich the coaches when they are fired so on this point I agree whole heartedly.
A reasonable approach would be to set the expectations in the contract and if the coach does not meet those expectations then the coach can be fired "for cause" with no buyout. For example not making the regionals for two straight years or winning less than 35 games in two successive seasons. The other option is to offer no buyout either way. If they coach wants to leave they are free to do so without penalty and the the school can terminate the contract at the end of the season for any reason without penalty.
