If you are talking about the campground that is managed by the Army Corps. of Engineers, it is fantastic.
Very clean and well maintained. Since it is managed by the government, it does not have perks like cable tv, but water and electricity are standard on most (if not all) sites.
And it is a hop, skip and a jump to DV. Once you exit the park, turn right. Go a mile or two and you will come to a crossroads with a convenience store. This is the trickiest part because (as I can best recall) you turn left then a quick right. Cross over Lake Hartwell then maybe another mile or two and you come out on Perimeter Road. You can Google it for a map.
Special note: a very nice family (on the left) runs an honor system firewood stand about a mile before you hit the official park entrance. Burns great and they even provide a bundle of fat lighter.
