Just happened in the Cal VT game. Cal gets the TD as a result, and it’s tied at 27 with 2 minutes left.

How can you rough the passer when there was no pass?

The ruling on the field was it was not a pass. I understand if you called targeting, which they didn't, or even if you call personal foul, which they didn't. (If they had called either it would have been a horrible call, but at least within the rules.)

I think they called roughing the passer because the tackler came down with his weight on the QB. (But, that was never cited as the reason for the flag, not even by the commentators on TV.)

I've never seen a call, "roughing the RB or WR" because you hit him with a legal tackle but came down with your weight on the ball carrier.
