Of course strength can be developed in any muscle group, but what makes you think Cade is weak?
Also, a strong arm without accuracy is a liability.

He has enough to be fine watch his HS he makes those throws time and time again. Deshaun didn’t have the biggest arm either but threw a tight spiral right on the dot just like Cade does

It's the quick out route that was almost a pick 6 for Cuse that I'm concerned about. Throwing a 50 to 60 yard rainbow takes accuracy, but the out out routes to the hashes Is where Cade needs to do some lifting.
