Many if not most coll/univs have already made standardized test scores at least optional if not moot. There are alternative formulas for admissions criteria. And having served on admissions/retention committees, I can tell you that frequently a high test scorer will turn out to be a poor student.
Better methodology is to see performance in college prep courses, get positive recommendations, and review involvements to determine how active and busy they were while taking those courses.
Looks like NCAA is simply joining that very simple and obvious trend in admissions standards.

How does Clemson evaluate standardized test scores (SAT or ACT)?
For the 2022 admissions cycle, Clemson has adopted a test-optional policy. Applicants are not required to submit a standardized test score to be considered for admission to Clemson for the 2022-2023 academic year.
If a student chooses that test scores should be used, the scores must be submitted electronically by the respective testing agency. We will automatically update your application file with any new test scores we receive by our application deadlines. Clemson does not require the SAT or ACT essay.
Clemson University super-scores both the SAT and the ACT. For the SAT, this means that the overall total SAT score will then be derived by taking the highest of the evidence-based reading and writing/math scores.
According to The ACT, superscoring at Clemson means that we “consider a student’s highest ACT section (or subtest) scores regardless of test date. The super composite ACT score is calculated as the average of the best ACT English, Reading, Math, and Science subject scores and is used as one of multiple factors in admission and financial aid.” Beginning in September 2020, students who want test scores used are encouraged to send Clemson their ACT test scores utilizing the Superscore reporting option.
You can view our First-Year Student Profile to learn more about test score ranges for admitted students.

I do know Clemson is no different than any other University in that they realize in order to meet diversity quotas, they must lower admissions standards to comply. It’s no secret among the student body.
Is it right? HECK NO . Doesn’t mean however they won’t continue to deny kids who actually put in the work in order to meet a quota though

A LOT of schools no longer use test scores...

for admissions purposes largely due to the perception by some that standardized tests (the SAT and ACT) are discriminatory and bias against racial minorities and students from lower-income backgrounds.
Frankly I think that's a complete load. It isn't biased testing that's the problem. It is the parents and the public schools failing to do their jobs.

I think they did exactly opposite of what should be done. I think to play any sport in college you should have to be in COLLEGE FIRST, meaning before you are recruited or anything. Then, like the military academies, it would be true college sports (football). All this rule doesn't is teach kids that NO doesn't mean NO. This takes away from kids in High School knowing they have to be prepared to take the SAT or Act or whatever to get into a school. They talk about equal opportunities but again, it just gives kids who can't qualify to get into a school the ability to play college sports, when, if your skin was a different color, you wouldn't even be considered. That's not equal rights, that's changing the playing field, pun intended, to allow these players into a school not because they are equals, but privileged !

After 60 years of dummying down our youth in the name of equity, I doubt many of them can pass the SAT anyway. They don’t teach much reading, writing and arithmetic any more.
