Needs to implement some rules governing opt outs and jumping to portal and declaring to the draft until after all bowls have been played. Then maybe the games will be a little more exciting. I know, some are going to say the bowls are meaningless and players will get hurt. Well guess what, they could be walking down the street and get injured and end their careers. Most bowls now are just crap anymore.

At this point in time, The NCAA is not going to institute anything constructive for college football. They have allowed it to be totally compromised.

I'm not in favor of giving the NCAA one more ounce of power than they already hold. Leadership is incompetent and has been for the last 30 years. The one win they can point to is the TV contracts that produced billions for the NCAA basketball tournament.
The NCAA needs to be scrapped, or if nothing else, stripped of any regulation over football. A different organization (BCS, CFP, whatever) can and should regulate college football as it's too big for the NCAA to control.

I hate to be the bearer of bad news but I don't see the NCAA having the fortitude necessary to reign in any of this moving forward. Sucks but I think all these ridiculous changes are here to stay until it starts to effect the bottom line, if that ever happens

The NCAA is toothless in this. If they limit a player's ability to transfer, it will potentially affect that players' NIL earnings.
That brings the 9-0 SCOTUS NIL decision into play. A born loser for the NCAA.
Then there's the potential of a federal violation of the Interstate Commerce Act if the player transfers to school in another state.
The NCAA could have negotiated a middle of the road solution a long time ago. They tried to maintain absolute control while screwing the athletes. It burned them, and now they have almost no control, especially in football.
They arn't going to step on that 3rd rail again anytime soon.

You have my vote bc Bowl games in this day and time isn't worth wasting TV time on!!! I have said it before and I will say it again, the NCAA made the portal available bc they were pisssed about how the courts took paying players out of their hands, and the portal purpose has done exactly what it was supposed to do, create total havoc in college FB, and the other sports didn't cross their mind bc it was FB (the money maker) that they want to see go down bc of how the courts handled the NIL, and mostly college FB players would benefit the most from it, and the NCAA was to get absolutely nothing so they decided to try and destroy college Football with the way they brought in the transfer portal. They knew there would be tampering and players being bought away from schools at random. And I think that it will do what it was meant to do...

How about they get 25 percent of their pay at the start of the season and 75 percent after they play in the bowl game? That would settle things down.

Dahhhhh. The NCAA has already wrecked this bowl season and it does not look like they will be implementing any significant rule changes for next season either! The NCAA is totally useless right now!!!!

I believe they tried limiting 1 transfer and you had to sit out a year. Some idiotic Federal Judge overruled the NCAA and allowing wed players to transfer multiple times with no penalty for transferring.
Instead on scholarships start requiring players to sign a year to year contract. Take the TP out of the equation and require them to play in post season games.
Right now the players and there greedy attorneys are controlling semi pro aka used to be college football. Make them pay for their own education.
Maybe even have a draft for HS players rather than recruiting. The system has to be flipped on the players and their agents too give too power to The schools again. Stop letting the players drive the programs and the compensation.

If they tried, they would be struck down in court yet again, further revealing just how powerless the organization is.
If coaches can leave after the season before bowl games, players can too. This is the new reality. The clock won't be turning back, it will go forward.
