Exactly how does the recruiting penalty work for the Whitneygate Probation ? How many in total, how many per year ,and when does it begin and end ? And are there any other recruiting restrictions ?

I read and hear different things, so I have heard two per year for three years , for a total of six .?

Roster limits are cut to 82 for the 2013-2015 seasons. New signings are limited to 22 for the same period.
