If I Were NCAA Football Czar...

College Football Needs Promotion-Relegation System like most of international soccer. So, I propose starting in 2024...

Top Division:
Premier League North (B1G) - Current B1G Teams + USC/UCLA + Notre Dame + 2023 Big XII Champ (assuming Texas/OU to SEC in 2023 MINUS 2 Relegated Teams from 2023 Season (TBD Below). Could for 1 Season have additional Pac Champ (not USC/UCLA) and additional Relegated Team from 2023 Season.

Premier League South (SEC) - Current SEC Teams + OU/Texas + 2023 ACC Champ + 2023 AAC Champ MINUS 2 Relegated Teams from the 2023 Season (TBD Below).

Relegation of Premier League Teams determined by taking 4 worst teams from 2023 and having them play Bowl Games - Loser is relegated to Lower Conference (NW or NE if from North, SW or SE if from South)

2nd Tier Division

North-West League (Pac) - Current Pac12 Teams MINUS USC/UCLA + Any replacements + 2023 Mountain West Champ - 2023 Relegated Team to Mountain West

North-East League (BigXII/ACC/Army/Navy) - Kansas/KS State/WVU/Iowa State/Cincy/BYU from BigXII + Syracuse, Pitt, VA, VA Tech, Boston College From ACC + Army/Navy + Connecticut + 2023 MAC Champ - 2023 Relegated Team to MAC

South-West League (BigXII/AAC) - Oklahoma St/TCU/Baylor/TX Tech/Houston from BigXII + SMU/Tulsa/Tulane/Temple/Memphis/Rice/UTSA/North Texas from AAC + 2023 CUSA Champ - 2023 Relegated Team to CUSA

South-East League (ACC/AAC/BigXII) - Clemson/FSU/Miami/GA Tech/NC State/Wake/UNC/Duke/Louisville from ACC, East Carolina/UCF/FAU/Charlotte/UAB from AAC+ 2023 Sun Belt Champ - 2023 Relegated Team to Sun Belt

3rd Tier Divisions

Mountain West
MAC
CUSA
Sun Belt

1st Tier Payout is ~$100 Million to Most, $120 Million to Top 8 who Make Playoff, $80 Million to Bottom 8 Who Play in Relegation Bowls

2nd Tier Payout is ~$30 Million to Most, $50 Million to Top 8 who Play in Championship Games, $20 Million to Bottom 8 who Play in Relegation Bowls

3rd Tier Payout is ~$12 Million to Most, $16 Million to Top 8 who Play in Championship Games, $10 Million to Bottom 8 who Play in Relegation Bowls (if these occur to relegate to a 4th Tier from current FCS)

Every Year Bowl Season Looks Like This:
8 Team Playoff From 1st Tier
Bottom 4 From Each 1st Tier Division Play Each Other - Losers Relegated to 2nd Tier for Following Year
Remainder of Teams Play a Bowl Game Against a Team from the Other 1st Tier Division

4 Championship Games for the 4 Second-Tier Leagues - Winners Advance to the 1st Tier for Following Year
Bottom 2 from Each Second-Tier League Play Each Other - Losers Relegated to 3rd Tier for Following Year

4 Championship Games for the 4 Third-Tier League - Winners Advance to the 2nd Tier for Following Year
Bottom 2 from Each Third-Tier League Play Each Other - Losers Relegated to current FCS and are replaced by top 8 FCS Teams (if FCS is involved in this)

Other Notes:
1) Men's Basketball could operate under the same system, but would result in teams being in different tiers over time. Basketball Revenues may need to be removed from the above payouts to set this system up.
2) Other Sports could either use the same system or stay in one consistent conference as they are currently
3) I probably messed up a few places by omitting teams, not having the same number of teams in each conference, etc. - didn't have the brain power today to work through those finer details.
4) Schedules within each league would primarily involve playing the other teams in that league, but could include some crossover games to play other teams in that tier or the one above/below
5) Playing a team 2 tiers above/below would be limited to exhibition/"friendly" games

I look forward to responses just because this is my newest version of this that's a bit different from pervious pro-rel systems that I've proposed. Also hoping someone knows someone that can make me College Football Czar so I can quit my day job.

I think they'd have no problem finding their way down the ladder on their own. They'd almost assuredly be in the 4-Team Relegation Bowls right off the start after 2023. They'd at least have to beat Vanderbilt/Kentucky/Miss State initially to stay in Tier 1. :)

like Nicholas II. Then you would both be last of the Czars. (Or Tsars. "Czar" is the older translation of the same word that currently translates to Tsar.)
