If you stood in front of a sorority and said "The vast majority of the members of this sorority are upstanding, high morals, non-whorish women", it might be technically true, but I doubt it's only the offenders who would take umbrage with it being said.

But I'd interpret his words in this case through the lens of unrest over the last few years dealing with some of the questionable actions of law enforcement. We have a problem in this nation (some deserved, some not) concerning the opinion of the public toward law enforcement. In light of that I read his words as an attempt at unifying and reframing that opinion.

But admittedly, I can understand how others might not read it that way.
