or on the second one you sit for a year like it was before with any transfer.

Choices have consequences. This unlimited transfer, redshirt, medical redshirt means buys can play 6 years or so at different places. If they want to do that just go to the USFL for a few years

I like the idea. You stay until your season is done. Even if more people bolt in December, it will allow teams to address those needs much more quickly.

...according to the NCAA.

They classify bowl games as exhibitions.
They don't govern the playoffs.
The playoff committee does that.

What you propose wouldn't affect opt out, even in the unlikely event that it withstands legal challenges.
