I mean, I get the general "Ha Ha look at that guy" nature of it, but I'm sorta' lost as to the issue here. Seems some guy has a scooter and a trailer and judgin by it is either homeless or going camping (only guessing based on what appears to be a bedroll on the back).
Where's the shocking bit?
